[정치외교학부 10-10] 12.3 비상계엄사태를 돌아보다: 민주주의 위기의 시대, 한국이 보여준 가능성과 한계

2025년 12월 3일(수) 정치외교학부 SNU 10-10 사업단은 서울대학교 국제문제연구소, 서울대학교 한국정치연구소의 공동주최로 「12.3 비상계엄사태를 돌아보다: 민주주의 위기의 시대, 한국이 보여준 가능성과 한계」 학술회의를 개최하였다. 1부 "12.3 비상계엄사태와 한국 민주주의"에서는 신진욱 중앙대학교 사회학과 교수, 조석주 경희대학교 경제학과 교수, 권현지 서울대학교 사회학과 교수, 안도경 서울대학교 정치외교학부 교수가 각각 발표를 진행하였으며, 2부 "민주주의 위기의 시대, 한국이 보여준 가능성과 한계"에서는 서울대학교 정치외교학부 교원 5명이 라운드테이블 형식으로 각각의 의견을 제시하며 청중들과 의견을 교환하는 시간을 가졌다. 서울대학교 구성원 50여 명과 함께 진행된 이번 행사는 비상계엄사태 이후 1년이 지난 현재의 시점에서 벌어지고 있는 대한민국의 변화에 주목하여 앞으로의 미래를 구상하는 학술 교류의 장을 마련하였다.

2025년 10월 27일(월) 서울대학교 정치사상워크숍과 정치외교학부 SNU 10-10 사업단의 공동주최로 미국 University of California, Santa Barbara (UC Santa Barbara) Tae-Yeoun Keum 교수님을 초청하여 "Habermas, Blumenberg, and the Battle for Myth in Postwar Germany"를 주제로 강연을 개최하였다.

2025년 9월 19일(금) 정치외교학부 SNU 10-10 사업단 주최로 싱가포르 National University of Singapore의 Jonathan Art Chu 교수님을 초청하여 "How Can "The People" Keep Democracy Alive?"를 주제로 강연을 개최하였다. Abstract: Decades of research have attempted to document how the mass public understands and values democracy. Despite this large body of research, the literature lacks a comprehensive framework to motivate why and under what conditions does public opinion matter to democracy in the first place, and subsequently, what factors weaken democracy as it relates to the mass public. To fill in this gap, this essay argues that there are two fundamental requisites for such citizen drive or "bottom-up" democratic resilience to exist. First is the focal point requirement, which postulates that citizens must share a sufficiently common understanding of what democracy is in the first place and whether the political occurrences in their society constitute democratic or anti-democratic behavior. Second is the activation requirement, which postulates that citizens must sufficiently value democracy as a political system both intrinsically but also relatively to other social, economic, and political goods, to the extent that they are willing to make sacrifices and trade-offs to ensure its survival. Given these two foundations of democratic resilience, four anti-democratic tactics are particularly dangerous: detractors of democracy can redefine, reorient, hijack, and smear the understanding and value of democracy among the citizen masses. Ultimately, this new framework provides systematic way to document, diagnose, and address the vulnerabilities that democracy faces from the people themselves.
